Executive-led system key to Hong Kong's effective governance: HKSAR chief executive

HONG KONG, Jan. 27 (Xinhua) -- John Lee, chief executive of China's Hong Kong Special Administrative Region (HKSAR), said on Tuesday that the executive-led system is the key to achieving effective governance in the HKSAR and safeguarding people's well-being.

Speaking ahead of an Executive Council meeting, Lee pointed out that the executive-led system, enshrined in the Basic Laws of the Hong Kong and Macao SARs, has a political and legal basis. It is an essential requirement of the implementation of "one country, two systems." The HKSAR government plays an important leading and executive-led role in policymaking and governance.

Lee believed that the executive-led system is one of the foundations of Hong Kong's success. It has been proven to be a sound system that highlights the institutional advantages of "one country, two systems."

Lee noted that the executive-led system effectively safeguards national sovereignty, security, and development interests, while addressing risks and challenges. It provides strong protection for the HKSAR's long-term stability, continuously enhances Hong Kong's unique strengths and competitiveness, and offers solid support for the steady and enduring implementation of "one country, two systems."

Lee said the HKSAR government will strengthen its sense of responsibility as the head of the household, and he will lead the HKSAR government to strive to align with the country's 15th Five-Year Plan, and to strengthen top-level design and strategic planning for the HKSAR's development.
