PPA, partner agencies to digitalize, streamline port services

QUEZON CITY, Aug. 9 (PIA) -- The Philippine Ports Authority (PPA), Department of Trade and Industry (DTI), Bureau of Customs (BOC) and the Anti-Red Tape Authority (ARTA) signed a joint memorandum circular (JMC) mandating the digitalization of logistic operations to streamline port services.

PPA said that JMC is in response to President Rodrigo Roa Duterte's order during the SONA, to streamline all ports transactions. This also aims to reduce face-face transactions to halt the spread of COVID 19 during this pandemic.

Under the JMC it is mandatory for all port users to file applications, submit requirements, and pay corresponding fees online.

Upon payment of corresponding charges, digital copies of official receipt (OR) shall be transmitted through different electronic platforms upon notification or recognition of payments which payments can be done through the accredited banks and payment channels of PPA, BOC, International Container Terminal Services, Inc.(ICTSI), Asian Terminals Inc.(ATI), Manila North Harbour Port, Inc.(MNHPI), and Harbour Centre Port Terminal Inc.(HCPTI).

Gate passes are being processed electronically and can be printed offsite at the office/premises of the client and in an instance that there is derogatory information that needs to be validated, the 192 BOC-Piers & Inspection Division (PIS) will validate.

In case of system failures and problems, protocols and help desks are established.

The government partners with other stakeholders particularly the cargo-handling operators in Metro Manila and other logistics operators and service providers to streamline the process.

PPA is committed to supporting the digitalization program to ease doing business in government and address port congestion in the new normal. PPA earlier launched its own e-Payment Portal to digitize the processes and port payments, which started in Manila ports. They also target to implement it nationwide in the succeeding months.
